Airport Concessions Disparity Study

In 2006, the Federal Aviation Administration (FAA) advised airports to suspend race and gender-conscious goals in their airport concession programs if there was no evidence of discrimination. The FAA also advised airports to conduct a study of the issue in their communities.

Airport Concession Disadvantaged Business Enterprises are businesses which are owned and operated by women and minorities and meet federal financial requirements as certified small businesses. The city of Phoenix conducted a study, as advised by the FAA, to determine if all people have an equal opportunity to open businesses at Sky Harbor.

The study (see link to complete study below) was conducted by Exstare Federal Services Group of Virginia, completed in 2010, using data from 2003-2008.

Because community input is vital to this process and is strongly encouraged by the city of Phoenix, public meetings were held to gather community input in June, 2010.
