PHX Land Reuse Strategy Planning Area

Beginning in 1999, Phoenix Sky Harbor International Airport (Airport) offered a Voluntary Acquisition and Relocation Services (VARS) program to residents exposed to certain levels of aircraft noise. Through this voluntary program, 782 property owners chose to sell their property to the Aviation Department. The VARS program concluded in June 2016.

Properties and land acquired through programs like VARS are called “noise land” parcels. The FAA requires airports to submit plans for the reuse and redevelopment of noise land parcels. In partnership with residents and other stakeholders, the City of Phoenix Aviation Department has prepared the PHX Land Reuse Strategy.

The strategy planning area includes 743 of the 782 noise land parcels. The strategy was created through a community-driven planning process, and includes the community’s preferred redevelopment framework. The reuse strategy will guide Phase Two of the program which will focus on implementation of the reuse strategy and preparing the noise land parcels for redevelopment.

The PHX Land Reuse Strategy envisions new and vibrant uses for the 743 parcels in the planning area. This collaborative strategy identifies the best way to deliver economic benefits for both the community and the Airport. The three guiding goals are:

  • Stabilize and Strengthen Neighborhoods
  • Create a Sense of Identity and Change Perceptions
  • Expand Economic Opportunity

The PHX Land Reuse Strategy will be reviewed by the Phoenix City Council in September and October of 2017. It will then be submitted to the FAA for their consideration and approval. All noise land reuse plans are subject to FAA approval. The agency may choose to approve only a portion of a plan.

The PHX Land Redevelopment Program, Phase Two, is scheduled to begin preliminary work in the fall of 2017.

The PHX Land Reuse Strategy and community preferred framework for redevelopment will be presented at the Nov.15 Phoenix City Council Formal meeting. This meeting is open to the public and public comments are welcomed.
