Authorized Signer Requirements

The Transportation Security Administration (TSA) has issued a security directive that addresses obligations and requirements on the part of company Authorized Signers. Due to these new requirements, effective June 1, 2010, all Authorized Signers of Airport issued security identification (SIDA, Sterile, or Public badges) must have completed the following in order to maintain Authorized Signer status:

a. Submit a Security Threat Assessment and Criminal History Records Check that is approved by the TSA

b. Complete and pass a Security Identification Display Area (SIDA) training course

c. Participate in a mandatory Authorized Signer training program (participation will be required annually and may be taken in online or in a classroom setting)

d. Receive an Airport-issued SIDA badge or security credential to indicate that you have met and passed all the requirements.

Presently there are three categories of Authorized Signers:

1. For those that have attended the classroom session for Authorized Signer training conducted by Noemi Salinas in 2009 -2010, you are already in possession of an Airport issued SIDA badge or security credential. Therefore you have met the initial requirements and will not need to take the online training at this time. Annual refresher training must be completed and will be available online. Please bring the certificate of completion to the Badging Office when you renew your badge/credential. You have 30 days prior to the badge expiration date, the date printed on the badge, to come to the Badging Office to renew your badge/credential. To test our e-mail notification system, you will be receiving an e-mail notice to take the online training. However, online training will be required only during your annual refresher training.

2. Those already in possession of an unexpired Airport issued SIDA badge or security credential but who have not yet taken the Authorized Signer training in 2009, must take the Authorized Signer training before June 1, 2010. Authorized Signer training can be taken online. You now have access to this training online using the Aviation Department’s ClarityNet system. The course(s) listed for you on the menu screen must be completed as soon as possible. Your username and password will be emailed to you, which will allow you to log onto the online training. Once completed, the Authorized Signer Training will then be required on an annual basis and will be available to you online. When renewing your badge/credential please bring the certificate of completion to the Badging Office.

3. For those not in possession of an Airport-issued SIDA badge or security credential, you must complete the requirements "a" through "d" before June 1, 2010. Failure to complete these requirements will result in the loss of your Authorized Signer authority. You will need to contact Noemi Salinas at (602) 273-2774 or Noemi.Salinas@phoenix.gov who will assist you with (1) badge application forms and supporting documents and (2) scheduling Authorized Signer classroom training. This classroom training is held every Wednesday from 9:30 a.m. to 11:00 a.m. in the Operations Security Conference Room, located in the same building as the Badging Office.

Go to the SAFE Self Service sign-in page for online training. Your username and password will be e-mailed to you at the address that you provided in your Authorized Signer application. If you have not received information about your username and/or password, please send an e-mail to Ramil.Rivera@phoenix.gov to request the username and password.

Failure to complete requirements "a" through "d" before June, 2010 will result in the loss of Authorized Signer authority.
