Roxann Favors is a distinguished public service leader with a transformative career spanning over 20 years, demonstrating excellence in civil service and aviation management. Beginning with the City of Phoenix in 2003, she successfully completed the city's selective management fellowship program and rapidly demonstrated exceptional potential within the Aviation Department's Business and Properties division.

During her 11-year tenure with the Aviation Department, Roxann advanced to Deputy Aviation Director of Business and Properties, where she led a team of 25 professionals. Her portfolio encompassed terminal concessions, rental car operations, airline affairs, and comprehensive property management, demonstrating her ability to manage complex, multi-stakeholder initiatives.

As Phoenix's first-ever Major Events Administrator from 2015-2022, Roxann led the city's emergence as a premier destination for high-profile large-scale events. Under her leadership, Phoenix successfully hosted major sporting events including the 2016 College Football Playoffs Championship Game and 2017 NCAA Men's Final Four. She also helped secure future events for the city, including Super Bowl LVII in 2023 and the NCAA Men's and Women's Final Four tournaments in 2024 and 2026 respectively. She secured major cultural events including Lost Lake Music & Arts Festival and the M3F Music Festivals, elevating Phoenix's status as a leading music entertainment destination.

As Assistant Aviation Director/Chief Revenue Officer, Roxann leads the Phoenix Airport System's revenue strategy, overseeing a $580 million gross revenue portfolio generated through both aeronautical and non-aeronautical activities. Her executive oversight spans the Business and Properties and Contracts and Services in addition to directing PHX Sky Harbor's air service development and strategic real estate initiatives.

Roxann holds a bachelor's degree in political science and a master's degree in public and international affairs from the University of Pittsburgh. Her aviation expertise is demonstrated through her Certificate of Airport Management from Embry-Riddle Aeronautical University, Certified Member status with the American Association of Airport Executives, and specialized Airport Certified Employee (ACE) designation in Airport Finance.
