NEPA Northwest Redevelopment & Taxiway Alpha
The City of Phoenix proposes the Taxiway Alpha and Northwest Apron Redevelopment, a project in support of the Comprehensive Asset Management Plan (CAMP) at the Phoenix Sky Harbor International Airport (PHX).
Project Description
The project includes two elements:
- Taxiway A Reconstruction (Figure 1A) – Reconstruct and expand Taxiway Alpha (A) and adjacent aprons to address pavement needs and accommodate a larger, heavier type of aircraft.
- Northwest Apron Redevelopment (Figure 1B) – Redevelop the northwest apron from existing General Aviation facilities to air cargo and corporate hangar facilities to accommodate existing demand at the Airport for enclosed aircraft storage by the corporate hangar community.


Background
The Federal Aviation Administration (FAA), in coordination with the City of Phoenix Aviation Department, considered the effects on cultural resources of these projects as required by Section 106 of the National Historic Preservation Act. The FAA found that this undertaking would result in an adverse effect to the following historic resources:
- Dutch Canal Ruin – a Hohokam agricultural and habitation site known to contain human burials
- Phoenix Basin’s Canal System – a collection of Hohokam irrigation canals and systems
- Canal Patricio System – a collection of Hohokam irrigation canals and systems
The archaeologically sensitive areas within the project footprint are shown on Figure 2, below.

The FAA and the City of Phoenix propose two treatment measures to resolve the undertaking’s adverse effects to historic properties:
- Archaeological Data Recovery conducted in phases
- Archaeological Monitoring during construction
The FAA and the City of Phoenix are developing a Memorandum of Agreement (MOA) that would govern the resolution process and include these measures. A signed and executed MOA represents an end point in the National Historic Preservation Act’s Section 106 consultation process.
We anticipate opening a public comment period in Winter 2025, when we would have a draft MOA to share.
