Future West Terminal
A future terminal on the west side of the airport is a key component of Phoenix Sky Harbor’s long-range plan to support passenger growth. With a continued increase in passenger traffic and larger aircraft flying into the airport, additional capacity will be needed.
The new terminal will be built on the West side of the airport between Terminal 3 and Taxiway U. This will be the first new terminal construction since Terminal 4 opened in 1990. The Terminal 3 Modernization Program was completed in 2020.
Timeline
A collaborative visioning phase for the terminal and its design started in early 2026; a design procurement process is anticipated in 2027; and construction could begin in late 2029, with a potential late 2033 opening.

Rendering - Future West Terminal
Passenger traffic continues to grow at Phoenix Sky Harbor. Terminals 3 and 4 are fully built out and can’t accommodate more gates. To meet that demand and provide a better experience for all travelers, the airport must expand its facilities. By adding a new terminal with additional gate space and other amenities, the airport can support more flights as airlines expand service. The new terminal will help support long‑term growth while improving efficiency and comfort for travelers.
While the final project cost has not yet been determined, the project could likely cost around $4 billion. The actual budget for the new terminal will be set as part of the terminal planning process which is taking place in 2026.
The project will be funded with passenger facility charges, bonds, and airport funding. No tax dollars will be used.
The specific number of concourses and gates remains to be determined. It will be based on the day-one passenger demand that is expected in 2033.
The design of the terminal will be modular to accommodate more concourses as the need arises.
Airline assignments have not yet been determined.
Exact passenger distribution has not been determined. The split will depend on airline assignments, terminal operations, and future air service planning. More details will become available as the project advances.
During construction some roadway construction will be required. The airport will communicate any changes in advance and work to minimize inconvenience. The PHX Sky Train® will continue offering reliable terminal access and helping reduce roadway impacts.
